Arkansas in Troy's own documents
Troy answers the Arkansas question in one row of a disclosure that answers once for three online programs: RN to BSN, MSN and DNP. The row carries no note, and its 2020 date has never been refreshed even though Troy still links the file as current. It is not a licensure finding: it addresses only whether clinical experiences can take place in the state.

SARA concerns distance education in general, which is a separate matter from clinical placements. The clinicals-by-state table shows how Arkansas compares with the states around it.
What the Arkansas State Board of Nursing publishes on outside programs
The Board's written rules leave the clinical-only case open. Part 125 of Title 17, the prelicensure standards, concerns outside schools that want to open a brand-new Arkansas program. Part 123, which covers APRN education, leans on national accreditation. Neither describes a filing for a distance program that sends one student to an Arkansas preceptor.
The student exemption in the Nurse Practice Act is written around programs the Arkansas board itself approves; programs approved by other states go unmentioned. Since the published text stops there, the Coordinator of State Authorizations is the right person to say whether Arkansas now expects anything from Troy.
Reduced practice and the Arkansas preceptor pool
AANP classes Arkansas as a reduced practice state. Every Arkansas NP works under a state-regulated physician agreement covering some part of practice, and a physician protocol governs a set of prescriptions. A prospective NP preceptor will often bring a collaborating physician into the conversation.
That can widen the field. Beyond NPs who have practiced for at least a year, Troy lets FNP students train under MDs, DOs, physician assistants and nurse midwives, so a team-based Arkansas clinic may hold more than one eligible preceptor. Troy's criteria are set out in FNP preceptor requirements.
Where Arkansas NP students tend to look
Arkansas's population clusters in four metro areas: Little Rock-North Little Rock-Conway, Fayetteville-Springdale-Rogers, Fort Smith and Jonesboro. The larger systems below are reference points for mapping clinics, described from their own pages, not sites that have agreed to host Troy students.

- Arkansas Children's, the state's pediatric system
- Baptist Health and CHI St. Vincent (CommonSpirit Health), both in Little Rock
- Mercy, a St. Louis-based system whose Arkansas hospitals include Fort Smith and Northwest Arkansas

Holding the right license in Arkansas
Compact licenses have been issued in Arkansas since January 2018, when NCSBN records the state's Nurse Licensure Compact as implemented, so an Arkansas resident can carry a multistate RN license. Troy's wording is licensure in the state where clinicals happen, with no word on compact privileges, so let your faculty advisor say whether a multistate card is the proof Troy wants. Whatever form it takes, it must stay unencumbered and current all semester; see the license rule.
Arkansas has not enacted the APRN Compact, which five states have adopted and which cannot operate until seven do. APRN licensure after graduation would go straight to the Arkansas State Board of Nursing.

Can I do Troy FNP clinicals in Arkansas?
Troy's 2020 disclosure shows Arkansas as Not yet determined, one entry shared by RN to BSN, MSN and DNP students, so the published answer is neither yes nor no. Troy's state authorization coordinator and its placements office can give the current position; get it before recruiting. If Arkansas is cleared, you still need a valid RN license there and faculty approval of each preceptor and site.
Is Troy University authorized to offer online programs in Arkansas?
Troy's state authorization page includes Arkansas among its 40 SARA-authorized states. SARA governs distance education broadly. Clinical placements are a separate question, which is why the 2020 disclosure still reads Not yet determined. Troy's MSN page carries its own caveat, tied to each state's approval process: the online MSN might not reach every state.
Could I travel to Tennessee or Mississippi for clinicals instead?
Troy's 2020 table lists both Tennessee and Mississippi as Yes, and Tennessee's row points to the Clinical Placements Specialist for its approval process. Troy would still ask for proof that you are licensed in whichever state hosts the clinical, and your faculty advisor can say whether an Arkansas multistate license meets that requirement.
Do Arkansas physician agreements stop an NP from precepting me?
No rule in Troy's manuals says so. Arkansas's agreement requirement governs how the NP practices, while Troy's approval rests on its own criteria: graduate preparation, an NP license where the preceptor practices and a year of NP experience for FNP courses. Your course faculty apply those criteria to every preceptor you propose.
