Tennessee's 2026 pause on out-of-state programs
Two matching bills, SB 2013 in the Senate and HB 1905 in the House, make up what Tennessee calls its Nursing Education Integrity and Oversight Act, codified at 63-7-501 to -506. Under it, the Board of Nursing may neither accept nor approve, for two years, any application from an out-of-state school seeking to operate, enroll students or hold clinical placements in Tennessee.
- Scope. The bill makes no exception by program level: pre-licensure, RN to BSN and advanced practice programs from other states all fall inside it.
- Programs already approved. Earlier approvals stand, yet their holders must supply any data the Board or the state's Center for Nursing Advancement asks for, including who precepts and where students are placed.
- New standards. By June 30, 2027 the Center must recommend approval standards for out-of-state programs using Tennessee preceptors or sites.

Who precepts NPs in Tennessee
Tennessee sits in AANP's restricted category. Its NPs practice under physician supervision, with prescribing limits on Schedules II through IV and limits on opioid supply, so an NP preceptor there always has a supervising physician in the background.
Within that frame, Troy's FNP courses accept an NP holding Tennessee NP licensure and a year or more of NP experience, and also physicians, PAs and nurse midwives, with graduate preparation expected. The FNP preceptor requirements list every condition.
Where Tennessee NP students look
The Nashville-Davidson-Murfreesboro-Franklin metro had about 2.2 million residents in 2025, well ahead of Memphis, Knoxville and Chattanooga. Memphis's metro crosses into Arkansas and Mississippi, and Chattanooga's crosses into Georgia. Large systems include Vanderbilt University Medical Center, Covenant Health, Ballad Health, Erlanger and Methodist Le Bonheur Healthcare, and student terms vary by system.
Under the Nurse Preceptor Incentive Program, which the Tennessee Hospital Association (THA) administers with the state's Center for Health Workforce Development using grant funds, a preceptor who logs 70 or more hours teaching one student at a time in an incentive cycle is paid, as long as money remains.
Eligible preceptors hold an unrestricted Tennessee or multistate license as an LPN, RN or APRN, are US citizens or permanent residents, and have completed UTHSC's preceptor course, whose NP module is separate. Students in accredited Tennessee programs count, as do students whose schools sit in Alabama or six other listed states when the hours happen in Tennessee. Fall 2026's cycle spans August 1 through December 1, with documentation due December 10, 2026.
Licensing for Tennessee clinical hours
Tennessee has recognized Compact multistate licenses since January 19, 2018. Either a license Tennessee issued or a multistate license from Alabama or any other member state therefore meets Troy's rule, provided it stays valid and unencumbered through the entire semester.
