Mississippi's review of out-of-state programs
In Mississippi, the university governing board, the Institutions of Higher Learning (IHL), oversees nursing degree programs, while LPN program approval stays with the Board of Nursing. IHL expects an out-of-state program, undergraduate or graduate, running clinicals on Mississippi ground to live up to Mississippi's standards. It regards clinical practicums on Mississippi soil as establishing a physical presence, and that brings a review by its Nursing Education office.
- Timing. IHL says the review can last as long as three months, and an appendix of its 2024 procedures manual asks non-Mississippi programs to submit their request a minimum of four months before the start date.
- Authorization. The program must also be cleared for distance education in Mississippi, through SARA or through a non-SARA route with MCCA. Troy's SARA participation answers that half.

Who precepts NPs in Mississippi
AANP lists Mississippi as reduced practice, meaning each NP practices under a Board-approved collaborative arrangement with a Mississippi physician or dentist. Troy's FNP rules then narrow the field to NPs who have practiced as NPs for a year or longer, along with physicians, PAs and nurse midwives; the FNP preceptor requirements give the full detail.
On licensure, IHL and Troy agree. IHL wants graduate clinical students who are already nurses, in APRN tracks and others alike, to hold an unencumbered RN license wherever the clinicals occur, and it holds visiting programs to that same bar. HINL practicums fall under it as much as FNP courses.

About 610,000 people lived in the Jackson metro in 2025, the state's largest; Gulfport-Biloxi, Hattiesburg and the Mississippi portion of the Memphis metro, home to about 278,000, follow. Among the larger systems are Forrest Health, Singing River Health System, North Mississippi Health Services and the University of Mississippi Medical Center, and Mississippi Baptist Medical Center in Jackson belongs to Memphis-based Baptist Memorial Health Care.
Student processes differ by system, and Troy's limits come along: no hours in your own work setting, no preceptor or site used a third time, and hospital hours for FNP students only in NSG 6680.
Licensing for Mississippi clinical hours
Since January 19, 2018, Mississippi has been in the Compact. The Board of Nursing's endorsement page confirms that a nurse in good standing who lives in a different member state may work in Mississippi on the home-state license, and that employers cannot require a Mississippi license on top of it. A Mississippi RN license or a multistate license from Alabama or another member state can therefore cover Mississippi hours, as long as it stays unencumbered all semester.
