Massachusetts: the state where Troy University students should ask first
Of all the states on Troy University's online nursing disclosure, Massachusetts leaves the most unanswered. Its clinical row reads Not yet determined, with a 12/15/2020 date, and the state is missing from Troy's authorization lists, so your first conversation belongs with Troy's Coordinator of State Authorizations.

Two open questions in Troy's own records
Troy's authorization page routes anyone living in a state it does not list to the Coordinator of State Authorizations, and it notes that Troy's review of state rules for licensure, practicum and internship programs is still going on. In Massachusetts, enrollment itself is part of the question, not only clinicals. Neither Troy document decides licensure, and the clinical row was written years before the Massachusetts changes below. Keep the Clinical Placements Specialist informed too.

Massachusetts's two-part approval for schools based elsewhere
Under 244 CMR 6.03(2), a nursing school counts as out of state when the institution behind it is headquartered beyond Massachusetts, and such a school needs the Board of Registration in Nursing to approve any Massachusetts coursework or clinicals first. Two filings are involved:
- Part A, the institutionYearly, and in by the six-month mark before the first placement.
- Part B, each placementOne per rotation, lodged 30 days or more before the start date.
- The approval letterClinicals wait for the Board's written approval.
- ChangesDue two weeks before a placement begins; the Board also expects word of any change within a week.
Read the fine print, though. The criteria are framed around prelicensure schools, the kind whose graduates go on to the NCLEX, and the Board's page is silent about RN to BSN or graduate study. Whether Troy's online programs fall under it is for Troy to answer, so assume nothing. Any state step would sit alongside Troy's own agency agreements.
The compact is law, but not yet in force
The Nurse Licensure Compact has been on the Massachusetts books since late 2024, but the Board has not switched it on. Implementation has to be finished first. The Board got conditional clearance in May 2026 to run FBI background checks and is working toward a May 2027 start. Multistate licenses issued elsewhere carry no weight in Massachusetts in the meantime.
For a Troy student that settles the license question for now. A Massachusetts RN license, unencumbered from the first clinical day to the last, has to be on file before Troy processes a Massachusetts preceptor request. See RN license for clinicals.
Full practice after two supervised years
AANP files Massachusetts under full practice, with a caveat for newcomers: an NP's first two years happen under supervision by a qualifying APRN or physician, unless equivalent experience earns an exemption. For Troy's FNP courses, the pool runs wider than NPs with a year of practice: physicians, nurse midwives and physician assistants qualify too, as set out on FNP preceptor requirements.
Boston, Worcester, Springfield and the Rhode Island border
Greater Boston holds most of the state's people, followed by Worcester, the Massachusetts side of the Providence metro, and Springfield. The market's anchors include Beth Israel Lahey Health, Boston Medical Center and Mass General Brigham in the east, UMass Memorial Health in Worcester and Baystate Health in the west. They are named from their own websites for orientation only; none is described here as hosting Troy students.
Neighbors vary on Troy's 2020 table: Connecticut reads Yes, New Hampshire, Rhode Island and Vermont are Not yet determined, and New York reads No.

Can I enroll in Troy University's online MSN from Massachusetts?
Massachusetts is absent from both of Troy's authorization lists, and Troy points residents of unlisted states to its Coordinator of State Authorizations. Troy's MSN page also cautions, citing state approval processes, that the online MSN might not be open everywhere. Settle enrollment with Troy first; clinical planning comes after.
Can I do Troy clinicals in Massachusetts?
The Massachusetts clinical row has said Not yet determined since Troy last touched it on 12/15/2020, and it speaks for all three online nursing programs. It permits nothing and refuses nothing. With a two-part Board approval also on the books for outside programs, the current answer has to come from Troy's state authorization coordinator, with the placements office kept informed.
Will my New Hampshire multistate license work in Massachusetts?
Not today. The compact exists in Massachusetts law but has not taken effect, and the Board expects to finish implementing it around May 2027. Until it does, plan on a Massachusetts RN license, which Troy wants to see before it processes a preceptor request there.
Does the 30-day Part B deadline apply to Troy students?
That depends on a reading only Troy can give. The Board frames its out-of-state criteria around programs that lead to the NCLEX, and nothing on its page mentions RN to BSN or graduate study. Whether Troy files Part A and Part B for online students is a matter for Troy's Coordinator of State Authorizations.
