Troy University students in Illinois: a state with its own filing and its own license
On Troy University's online nursing disclosure, the Illinois entry reads Not yet determined, and the date beside it is 12/15/2020. Illinois brings two complications most states skip: a written approval process for nursing schools based elsewhere, and no compact privilege, so an Illinois RN license is the only way in.

Illinois on Troy's 2020 table
Not yet determined is exactly that: in 2020 Troy had reached no conclusion about Illinois clinicals, and the disclosure has not been redated since. It is not a licensure ruling. Given the Illinois filing described below, raise it with Troy's Coordinator of State Authorizations at the very start of any Illinois plan, and copy in the Clinical Placements Specialist.

The Illinois filing for programs based elsewhere
For an out-of-state school sending students into Illinois, the state's nursing rules (Section 1300.340(n)) read like a checklist. Five things go to the Board:
- Home-state standingEvidence that the school is approved or accredited where it is based.
- A request letterWhen the placement runs, at which agencies, on which units.
- The syllabusFor the course the placement serves.
- The facility contractAlready signed with the Illinois clinical partner.
- Qualification formsOne set for faculty, one for each preceptor.
Approval covers a two-year cycle; renewal is possible, and each year in between calls for a report. Faculty teaching in Illinois are expected to be licensed there as RNs. It sits inside the section on RN programs and never says whether RN to BSN or graduate students are covered, which is one more reason the answer has to come from Troy. Troy's side of any contract is described on agency agreements.
Your Illinois RN license
Illinois stands outside the Nurse Licensure Compact altogether, and NCSBN's map shows no compact bill even pending. Whatever multistate card you hold from home confers nothing in Illinois, so a Troy student training there needs an Illinois RN license, unencumbered and valid through the last day of the semester. Troy's version of that rule is on RN license for clinicals.
The Nurse Practice Act does excuse some RNs licensed elsewhere, but its student clause speaks of programs in this State. Troy's programs are based in Alabama, and Troy wants the clinical-state license in any case, so plan on holding an Illinois license. IDFPR, the state's professional regulation agency, handles the application.
Who precepts in Illinois, and what they gain
Illinois also writes preceptor terms into rule. Faculty approve and orient each preceptor, the preceptor stays available for all of the student's patient care, and the preceptor holds an active RN license in the state where the student is working. AANP rates Illinois as reduced practice. Some Illinois NPs work under a written collaborative agreement with a physician, depending on where they practice, and certain controlled substances need extra experience, CE and a consulting physician before an NP can prescribe them.
Illinois gives APRN preceptors something concrete. Every term an APRN spends teaching a student earns continuing education credit toward license renewal, and the school provides the paperwork that proves it.
Chicago, the metro east and downstate
The Chicago-Naperville-Elgin area holds most of the state's population, followed by the Illinois side of greater St. Louis, Peoria and Rockford. Chicago's big names include Northwestern Medicine, UChicago Medicine, Advocate Health Care and Endeavor Health, and OSF HealthCare out of Peoria, are landmarks for mapping the market, not hosts that have agreed to take Troy students.
The Chicago area reaches into northwest Indiana, which reads No on Troy's 2020 table, while the St. Louis area crosses into Missouri, another Not yet determined state.

Can I do Troy University MSN clinicals in Illinois?
Troy's online disclosure shows Illinois as Not yet determined, last updated 12/15/2020, one status shared by its three online nursing programs. It neither permits nor rules out Illinois. Troy's state authorization coordinator can say where Illinois stands now and whether Troy would make the Illinois filing; the placements office can then speak to sites.
Does a Missouri multistate license work in Illinois?
No. Because Illinois never adopted the compact, a Missouri multistate card stops at the state line. Troy would expect an Illinois RN license issued by IDFPR, unencumbered and valid all semester, before it acts on a preceptor request there. Apply as soon as Illinois becomes a real option.
Who files the Illinois approval, me or Troy?
The rule is addressed to nursing education programs, so the five-part package would come from the school, not the student. Whether Troy files it, and whether Illinois applies it to online graduate and RN to BSN programs at all, are questions for Troy's Coordinator of State Authorizations.
Why would an Illinois NP agree to precept a Troy student?
Illinois builds in a reason at renewal time. Time spent precepting an APRN student converts into continuing education credit: 10 hours for each academic term with a student, with no more than 30 counted in one renewal period. Troy, as the school, would provide that record.
