Troy University nursing clinicals in Utah
Utah spells out, in a single administrative rule, what a nursing program from another state owes before its students set foot in a Utah facility, and graduate programs are not exempt. Troy's Utah position
Troy's disclosure asks one thing of each state on behalf of the RN to BSN, MSN and DNP together: can the programs offer clinical experiences there? For Utah the 2020 answer is Not yet determined. The disclosure does not rule on licensure, and Troy has posted no revision.

- License: a Utah preceptor request waits until you document an unencumbered RN license valid in Utah for the whole term (the license rule).

Utah's rule, requirement by requirement
Utah handles every outside nursing program through one provision, R156-31b-609. It applies whenever such a program wants students doing clinical or practicum work in a Utah hospital, clinic or other institution, and a graduate program is treated the same as a pre-licensure one.

Almost every line belongs to Troy. The one that touches your own search is the preceptor's license: whoever you propose in Utah needs a license in good standing issued by Utah or by another compact state, which is worth checking before a first phone call.
Full practice and an early APRN Compact state
AANP files Utah under full practice. Utah was also among the first five states to adopt the APRN Compact, signed into law on March 24, 2022, though that compact stays inactive until a seventh state signs on. For RNs, multistate licensing has applied in Utah since January 2018.
Utah licenses nurses through its Division of Professional Licensing, part of the Department of Commerce, where the state's board for nursing and certified nurse midwives sits. Troy's own license rule sits on top of Utah's requirements rather than replacing them, and Troy faculty still approve every preceptor and setting (Troy's FNP preceptor criteria).
Where Utah NP students look
Utah's people cluster in a chain of metros: Salt Lake City-Murray at about 1.3 million in 2025, then Provo-Orem-Lehi, then Ogden, with St. George well to the south. The two giants are Intermountain Health and the University of Utah's health system; MountainStar Healthcare is HCA Healthcare's Utah arm. NP students commonly start with them, but none holds places for Troy students, and each keeps its own rules for learners.
Utah's neighbors vary widely in Troy's 2020 table. Arizona and Colorado read Yes, Idaho, Nevada and New Mexico read Not yet determined, and Wyoming is marked Applied for authorization. A site across a border falls under that state's status and its license rules.

Is Salt Lake City open for Troy FNP clinicals?
Troy's disclosure lists Utah as Not yet determined, dated 2020, with no update since. Ask the Clinical Placements Specialist and the Coordinator of State Authorizations whether Utah is open for your program now, and wait for their answer before contacting practices in Salt Lake City or anywhere else in the state.
What license must a Utah preceptor hold?
Utah's rule lets an outside program use only preceptors whose licenses are in good standing and come from Utah itself or from a state inside the Nurse Licensure Compact. Troy also collects a copy of each preceptor's license with the Preceptor Information Form, so confirm the license early.
Does Utah's rule reach informatics or leadership practicums?
The rule covers practicum work as well as clinical work in Utah facilities and makes no exception for program type. A HINL or DNP Nurse Leader practicum inside a Utah facility could fall within it, so ask Troy how it applies to your track.
Can Utah's APRN Compact help a Troy student right now?
Not yet. Utah adopted it in 2022, yet the compact remains on hold until seven states are in, and only five were by 2026. For clinicals today, your RN license and Troy's rules are what count.
