Studying with Troy University from Arizona: clinicals, Board approval and preceptors
Troy University's 2020 online clinical table gives Arizona a Yes, and its note routes the approval or application process through Troy's Clinical Placements Specialist. There is a reason for that note: in Arizona, an APRN program from another state needs the Board of Nursing's approval before its students start clinical hours there.

Arizona in Troy's documents
Troy speaks to Arizona in three places. The clinical row is shared by Troy's RN to BSN, master's and doctoral students alike, and it says nothing about licensure.

A Yes stamped 2020 is a prompt to ask, not permission to assume. Before any outreach, have Troy confirm Arizona's standing this semester: the Clinical Placements Specialist for clinicals, the Coordinator of State Authorizations for the state side.
Arizona approves the program before the student
The Board regulates two kinds of nursing programs, pre-licensure and APRN, and that authority reaches schools headquartered elsewhere. An advisory opinion it last revised in November 2020 puts it plainly for APRN programs from outside Arizona: apply, and be approved, before your first student starts a clinical rotation in the state.
Out-of-state tracks get a faster look when the home-state Board has already approved the exact APRN track in question and the school's national accreditation is current and in good order. Approval brings duties: the program follows the licensure of its people (director, faculty, preceptors, students), logs each student's placement, and supplies data when the Board runs its annual survey or an audit.
RN to BSN programs fall outside the opinion. For Troy's MSN and DNP students the approval is a school task, which explains why the 2020 row points you to the Clinical Placements Specialist rather than to a form you fill in yourself.
Checking an Arizona preceptor
On AANP's map, Arizona NPs have full practice authority. The Board's opinion then lists what a preceptor for an out-of-state APRN student must hold. An APRN who precepts must carry two credentials: Arizona APRN certification and an RN license, Arizona's own or a multistate one, with no encumbrance. An MD or DO who precepts must hold an Arizona medical license without restrictions. Troy's own bar, from graduate preparation to a year of NP experience, is on the FNP preceptor requirements page.
A state grant once rewarded unpaid preceptors of graduate students, NP and other APRN students included, and gave rural primary care placements priority; the Department of Health Services ran it under A.R.S. 36-1806. The legislature's FY 2027 appropriations report sets no money aside for it in FY 2026 or FY 2027, so consider it dormant and skip it when you approach a preceptor.
From Phoenix to Lake Havasu City
Census Bureau estimates for 2025 count roughly 5.2 million residents across metro Phoenix-Mesa-Chandler and about 1.07 million around Tucson. Prescott Valley-Prescott is far smaller, as is Lake Havasu City-Kingman. Around Phoenix, systems include HonorHealth in Scottsdale, Phoenix Children's, Mayo Clinic in Arizona and Phoenix-based Banner Health, whose academic centers carry the Banner - University Medicine name, while TMC Health serves Tucson. Each writes its own rules for visiting students.
Licensing: a compact state since 2018
Under the current Nurse Licensure Compact, implemented in Arizona on January 19, 2018, the Board's opinion accepts from out-of-state APRN students an unencumbered RN license issued by Arizona or a multistate one. Either can satisfy Troy's license rule once your faculty advisor confirms it; a single-state license from anywhere else will not. Arizona has no APRN Compact law. Near the borders, California is a Yes outside the compact, while New Mexico was Not yet determined in 2020.

Are Phoenix and Tucson open to Troy FNP students?
Troy's 2020 table says Yes for Arizona and sends the approval process through the Clinical Placements Specialist. Because Arizona's Board expects out-of-state APRN programs to hold its approval before students start clinicals, confirm Troy's current Arizona status first; after that, either metro is a workable place to search.
Does my Alabama RN license work for Arizona clinicals?
Only if it is multistate. Arizona has run the current compact since 2018, and its Board wants out-of-state APRN students licensed either by Arizona or through a multistate license, unencumbered. With a single-state license from elsewhere, apply for Arizona licensure before the semester, since Troy holds out-of-state requests until it sees the license.
Is Arizona's preceptor grant still paying?
It appears not. In its FY 2027 report, the legislature lists nothing for this grant in either FY 2026 or FY 2027, and whatever remained from earlier appropriations was to return to the state's General Fund once FY 2026 closed at the end of June 2026. A preceptor should not expect a payment from it.
Does Arizona's approval rule cover Troy's RN to BSN?
The opinion covers pre-licensure and APRN programs; RN to BSN programs are not mentioned in it. Troy's 2020 table still gives Arizona one entry for all three online programs, and Troy lets RN to BSN students choose their preceptorship location, so raise Arizona with the Clinical Placements Specialist before settling on a site.
