Texas carries an unqualified Yes on Troy University's online nursing table, though the row, like all of them, was last touched on December 15, 2020. Troy's Texas authorization comes from the Higher Education Coordinating Board, and the Texas Board of Nursing aims its out-of-state approval process at pre-licensure schools rather than RN to BSN or graduate study. Which Texas BON rules reach a Troy student
Before any clinical learning experience in Texas, the state's Board of Nursing must approve a visiting program. The catch is scope. In its Guideline 3.1.3 (May 2026 revision), the Board applies that demand to schools preparing vocational nurses and first-time RNs, entry-level master's programs included, and SARA participation earns no exemption. Post-licensure education, the Board says, falls outside those out-of-state rules altogether: RN to BSN completion, graduate study, APRN tracks.
For APRN education the Board keeps separate standards in Chapter 219. It lets APRN students learn from licensed APRNs, and also from other currently licensed health professionals with the ability to supervise and teach, with program, preceptor and agency signing written agreements. Those standards formally bind programs asking for Texas approval; nationally accredited programs are not among them. For a Troy student, Troy's own preceptor rules and agency agreements are what govern.
Delegation, protocols and Texas preceptors
AANP ranks Texas among the restricted states. Delegation is the Texas model: a physician delegates to and supervises the NP, the two keep written protocols for the NP's whole career, and setting limits apply whenever a Schedule II prescription is involved. So each NP preceptor you approach has a delegating physician behind them, and Troy lets physicians precept its FNP courses directly.
The incentives Texas records are built for other situations. A tuition exemption at public Texas colleges goes to Texas-resident RNs who precept pre-licensure undergraduates at public programs, not to anyone precepting NP or other graduate students. A separate state grant goes to Texas nursing programs themselves, which may spend it on preceptors; it pays no individual preceptor.
Where Texas NP students look
Four metros top 2.5 million residents: Austin, San Antonio, Houston and Dallas-Fort Worth. Big systems include Houston Methodist, Texas Health Resources, Baylor Scott & White, University Health (San Antonio) and UT Southwestern. Treat them as signposts to where clinicians are concentrated. Each sets its own student rules, and none appears here as a site committed to Troy students.
Outside those four metros, a willing preceptor can sit a long way from home. Plan travel into your schedule early, because Troy clinical time counts only within the course you are registered for, never during a semester break.
Licensing for Texas clinicals
Compact licensing reached Texas on January 19, 2018. If your primary residence is in another compact state, your multistate license already covers Texas practice; Texans obtain theirs from the Texas Board. Troy wants an unencumbered license good where you train for the entire semester and holds Texas preceptor requests until the proof arrives, so ask your faculty advisor whether a compact license satisfies Troy. Does Troy University offer online nursing clinicals in Texas?
Troy's 2020 Online Nursing Programs table lists Texas as Yes for all three online programs. The table dates from December 15, 2020, and Troy's MSN page adds that state approval processes can keep the online MSN out of some states. Does Troy need Texas Board of Nursing approval for NP clinicals?
Not under the out-of-state rules. The Texas BON uses them for pre-licensure schools only and puts RN to BSN, master's and doctoral study by licensed nurses beyond their reach. Troy's Texas authorization comes from the Higher Education Coordinating Board, and Troy's own approval of every preceptor and setting still applies.
Can a Texas preceptor get a tuition exemption for precepting me?
Not for precepting a graduate student. The Texas exemption goes to Texas-resident RNs who precept in public undergraduate programs that prepare students for a first RN license. Troy publishes no preceptor benefit of its own, and the pitch to a Texas preceptor is the teaching itself.
I live in East Texas. Could I train in Louisiana instead?
Troy's 2020 table lists Louisiana as Yes, yet the note beside it says the approval for graduate clinical experiences there ran only until October 12, 2022. Ask the Clinical Placements Specialist before planning any Louisiana site, and read the Louisiana page for the details.
