Oklahoma: what Troy University nursing students should check
Oklahoma opens its clinics to nurse practitioner students from other states' programs only when three boxes are ticked, and two of those boxes belong to the school. Troy University, for its part, has left Oklahoma as Not yet determined in its online nursing table since 12/15/2020. Settle Troy's position before you recruit anyone in Oklahoma City or Tulsa.

Oklahoma's three boxes for APRN students from elsewhere
Subsection (c) of rule 485:10-5-12 opens Oklahoma preceptorships and clinical work to an RN enrolled in an out-of-state APRN program, but only with all three of these in place:
- a clean Oklahoma RN license in your own name
- a Troy faculty member overseeing the clinical course holding an unencumbered Oklahoma license pitched at or beyond the level of the course
- a Troy APRN program that measures up to the Oklahoma board's APRN education standards
Students who meet all three need no separate permission from the board. Programs leading to initial licensure face a stricter prior-permission process, and RN to BSN programs go unmentioned. Because the faculty license and the program standard are Troy's to supply, the Oklahoma question goes to Troy before it goes to any preceptor.
Supervised prescribing and the preceptor pool
In AANP's scheme Oklahoma is restricted practice. The state ties an NP's prescriptive authority to physician supervision, documented in writing, over a span of 6,240 hours; Schedule II prescribing is closed to Oklahoma NPs altogether.
That puts supervising physicians close to many NPs in the state. Troy's FNP courses can use either: a nurse practitioner a year or more into practice, an MD or DO, a PA or a nurse midwife, as set out under who can precept. Faculty approve each preceptor and each setting.
A tax credit Oklahoma preceptors may ask about
Since 2024, under House Bill 3351, Oklahoma has offered precepting clinicians a nonrefundable state income tax credit through a program housed at the Oklahoma Health Care Workforce Training Commission. Those who may claim it are Oklahoma-licensed MDs, DOs, PAs and APRNs whose primary care practice is in Oklahoma, and APRN students count among the learners they may teach.
One rotation means 160 hours in aggregate, with a ceiling of ten rotations in any calendar year. Awards go first come, first served while money remains, unused credit carries forward five years, and the Oklahoma Tax Commission lists the credit for tax years 2026 through 2035. Eligibility is between each preceptor and the Commission; nothing on this page promises any preceptor qualifies.

Oklahoma City and Tulsa carry most of the population, about 1.5 and 1.1 million people in their 2025 metro estimates, while Lawton and Enid are far smaller. For orientation only: OU Health belongs to the University of Oklahoma, INTEGRIS Health and SSM Health St. Anthony are large names, and the Saint Francis Health System and Hillcrest HealthCare names also come up. None of them sets aside places for Troy students.
Oklahoma nurses have carried multistate licenses since the compact went live there in January 2018, and the APRN Compact has not passed in the state. In Troy's 2020 table, Texas and Colorado read Yes; Arkansas, Kansas, Missouri and New Mexico read Not yet determined.

Which license does Oklahoma expect of a Troy APRN student?
Oklahoma's rule asks for a clean Oklahoma RN license, and Troy separately wants licensure in the clinical state for the whole term. Anyone relying on another compact state's multistate license should ask Troy and the Oklahoma board whether that credential satisfies both requirements before recruiting.
Is a preceptor who teaches me eligible for Oklahoma's credit?
Possibly, if the preceptor is an Oklahoma-licensed physician, PA or APRN delivering primary care in Oklahoma and meets the Commission's other terms. Can Troy HINL students complete practicums in Oklahoma?
Troy's table assigns Oklahoma one status, Not yet determined, for every online program, informatics and leadership practicums included. Oklahoma's three-part test targets APRN students, so ask Troy how it treats non-APRN graduate practicums in the state.
Is Oklahoma's rule the reason for Troy's Not yet determined status?
Troy's table carries no note for Oklahoma, so it does not say. The rule does place conditions on faculty licensure and program standards that only Troy can meet or confirm. The Coordinator of State Authorizations can give you Troy's current position.
