Troy's MSN page cautions that each state's approval process can put the online MSN out of reach, and Troy advises anyone outside Alabama weighing an online licensure program to contact that state's licensing agency first. How Rhode Island oversees nursing education
Nurse licenses in Rhode Island come from the Department of Health, and nursing education falls to the state's Board of Nurse Registration and Nursing Education. That board's regulation, 216-RICR-40-05-3, is organized around approving the state's own basic nursing programs, and it is not written with clinical-only placements from other states in mind.
One provision deserves a second look. Rhode Island's own approved programs must prove, through the contracts they sign with clinical agencies, active use of a statewide central registry for clinical placements. The regulation leaves open whether an outside program's students pass through that registry, so ask the site's education office and Troy how a Troy placement would be handled.
The state rejoined the Nurse Licensure Compact at the start of 2024 (effective January 1), so a qualified resident licensed after that date holds multistate privileges. Rhode Island is outside the APRN Compact.
A compact market with full practice
AANP ranks Rhode Island among its full-practice states. For a Troy FNP student, the candidate list runs from nurse practitioners with a year of practice to physicians, PAs and nurse midwives, each measured against Troy's FNP rules and none drawn from your own unit or setting.
Almost all Rhode Islanders, about 1.1 million, live on the Rhode Island side of the Providence-Warwick metro. Brown University Health is the largest name; Care New England, CharterCARE and South County Health complete the short list. They mark where NP students look; none reserves places for Troy students.
Small markets bring one rule to the front. Troy limits every preceptor and every site to two uses across the program (the reuse rule), so a Rhode Island student benefits from mapping every clinical course before the first one starts.
Across the line: Connecticut and Massachusetts
Rhode Island is small, so a border is never far away. Troy's 2020 table read Yes for Connecticut. Massachusetts read Not yet determined and is also absent from both of Troy's authorization lists, which leaves it without a working answer from either document.
A site in either state counts as clinicals in that state. That calls for a license valid there for the full term, Troy's confirmation of the state and the site, and a preceptor who meets the course rules. Out-of-state preceptor requests shows the order Troy follows.

Could I train with a Providence nurse practitioner for Troy?
Not until Troy says Rhode Island is open. Its 2020 disclosure lists the state as Not yet determined for clinical experiences in the online programs, and no newer list is posted. Ask the Clinical Placements Specialist and the Coordinator of State Authorizations for a written, current answer before contacting Providence practices.
Would a Troy student go through Rhode Island's central placement registry?
The regulation ties the central registry to agreements held by approved Rhode Island programs and says nothing either way about students from programs elsewhere. Individual sites may have their own practice, so ask the site's education office and Troy how a Troy student's placement would be arranged.
Is my Rhode Island nursing license multistate?
If Rhode Island issued it to you as a qualified resident after January 1, 2024, when the state rejoined the compact, it is a multistate license. Troy's rule still asks for licensure valid where you train, so have your faculty advisor confirm yours satisfies it.
Can I live in Rhode Island and train in Connecticut?
Troy's 2020 table lists Connecticut as Yes, but that answer is six years old. You would need a license valid in Connecticut for the full semester, a preceptor who meets Troy's rules and Troy's current confirmation. The travel and time on the road are yours.
