Nebraska: a hands-off board and an open question at Troy University
Troy University's online nursing disclosure lists Nebraska as Not yet determined, and the row's date, 12/15/2020, has not moved since. Nebraska's board, meanwhile, treats post-licensure programs as outside its remit. Those two facts answer different questions, and only Troy can say whether Nebraska clinicals are open to its students today.

Two answers that are easy to confuse
Nebraska's Department of Health and Human Services (DHHS), which houses the Board of Nursing, signs off on programs that prepare new nurses for the NCLEX. Post-licensure education, online or otherwise, sits outside its reach. For an RN to BSN, MSN or DNP student, then, Nebraska has no approval step for clinicals.
Troy's disclosure answers something else: whether Troy itself had cleared clinical experiences in Nebraska as of December 2020. It had not reached an answer, and the row has kept its 2020 date while Troy links the file as current. A state without a board filing is not automatically a Troy yes. Where Nebraska does draw lines: faculty and preceptors
DHHS takes NCSBN's position that a student's practice occurs in the state where the student is physically located. It therefore expects faculty to be licensed in that state, and anyone teaching APRN students there to be a Nebraska-licensed APRN. How that applies to Troy's online faculty in Alabama is a matter for Troy, and it is worth raising early, the same way Troy's 2020 table flags a Minnesota-licensed faculty requirement for Minnesota.
Preceptor arrangements, in DHHS's telling, are made between the nursing program and the clinical facility, and a post-licensure program decides its own preceptor standards. For Troy students that means the rules in Troy's manuals: for FNP courses, graduate-prepared NPs with a year of NP practice, physicians, nurse midwives or PAs, never in your own workplace and never the same preceptor or site more than twice. Full practice after 2,000 hours
Nebraska NPs earn AANP's full practice label after a 2,000-hour stretch with a supervising provider. Someone partway through that stretch can still clear Troy's one-year floor for FNP preceptors; your course faculty judge each case.
Nebraska's board structure also appears to be shifting. Rosters DHHS published up to June 2026 still named a stand-alone APRN board. By the mid-July and mid-September 2026 editions that board had dropped off the list, and APRN, CNS and nurse midwife members appeared on the Board of Nursing with terms beginning that July. It looks like a merger; check DHHS for the current structure before filing an APRN application.
Omaha, Lincoln and Grand Island
Omaha is by far the largest Nebraska metro; Lincoln follows, and Grand Island is much smaller. Among the larger health systems are Nebraska Methodist Health System, Children's Nebraska, CHI Health, Bryan Health and Nebraska Medicine. Each is named from its own site as a landmark; none is described as accepting Troy students.
The Omaha metro extends into Iowa, which Troy's 2020 table lists as Yes. Kansas and Missouri to the south share Nebraska's Not yet determined status.

Nebraska nurses have been able to hold compact licenses since January 2018, so most residents carry a multistate RN license. Troy's manuals require a license where the clinical takes place and are silent on compact privileges; have your faculty advisor confirm the multistate license works for Troy. Does the Nebraska Board of Nursing need to approve Troy's program?
For post-licensure programs, no approval step exists: DHHS says the Board does not regulate them, whether online or delivered another way. Its approval role covers prelicensure programs that educate students in Nebraska. Faculty licensing expectations still apply; raise them with Troy's state authorization coordinator.
Who sets the rules for my Nebraska preceptor?
For post-licensure programs, DHHS leaves preceptor qualifications to the nursing program, so Troy's manuals govern. In the FNP courses that means graduate-prepared NPs who have practiced as NPs for twelve months or longer, or physicians, PAs and nurse midwives, each one approved by your course faculty along with the setting.
I live in Omaha. Could I use a clinic across the Iowa line?
Troy's 2020 table lists Iowa as Yes, with no added note. You would still need a license Troy accepts for Iowa, course faculty approval of whoever precepts you and where, and signed agreements before hours count. Confirm the current Iowa position with Troy as well, since the table has not been redated since 2020.
