Troy University online NP students in Maryland: clinicals, licenses and a preceptor tax credit
Maryland shows up as a plain Yes, no note, on Troy University's online clinical-availability table dated December 15, 2020. Two Maryland facts then shape your search: the state honors multistate RN licenses, and it rewards some unpaid NP and physician preceptors with a state income tax credit.

Troy's MSN program page adds its own caution: every state runs an approval process of its own, so the online MSN may not reach all of them. Before you recruit, run Maryland past two Troy offices, the Clinical Placements Specialist and, for state questions, the Coordinator of State Authorizations, and see Troy's state authorization page for the SARA side.
How Maryland handles out-of-state programs
The Maryland Board of Nursing treats out-of-state programs mainly as a licensure matter. Its education pages offer a tool for judging substantial equivalency and keep separate lists of approved and non-approved out-of-state prelicensure programs; they set out no separate approval for an out-of-state school's Maryland clinicals. Maryland's higher education commission makes out-of-state schools register before enrolling Maryland residents online, but exempts institutions approved to participate in SARA, as Troy is for Maryland.
Under Health Occupations 8-301, Maryland also lets APRN students skip an APRN license while they practice inside an accredited graduate program. That exemption covers the advanced practice part only; Troy's rule still requires your RN license.
A tax credit Maryland preceptors may ask about
Maryland's NP Preceptorship Tax Credit (Tax-General 10-739) rewards two kinds of volunteer teachers, NPs and licensed physicians, when the student is an NP student and the Board of Nursing has approved the preceptorship. The credit is earned in threes: a preceptor needs at least three community-based rotations of 90 hours apiece, set in places the state health department counts as short of health care workers. The yearly total is capped, and the statute sunsets at the end of June 2030.
Whether a Troy preceptorship qualifies, given that the statute speaks of programs recognized by the Maryland Board, is a question the preceptor should put to the Department of Health.
Practice, systems and the metros around Baltimore and Washington
AANP lists Maryland as full practice for NPs with an 18-month mentorship behind them, under a physician or a certified NP. Troy's own conditions for FNP preceptors, including a year of NP experience, sit on the FNP preceptor requirements page.
Roughly 2.86 million people live in metro Baltimore-Columbia-Towson, and about 2.5 million more Marylanders live in the state's share of the Washington metro, by 2025 Census Bureau estimates; Lexington Park and Maryland's side of Hagerstown-Martinsburg are far smaller. The large employers include Johns Hopkins Medicine, MedStar Health, Luminis Health, LifeBridge Health and UMMS. Each runs its own student process. In the Washington suburbs, note that the District of Columbia was Not yet determined on Troy's 2020 table, so a District site needs its own answer from Troy.
Licensing in a compact state
COMAR 10.27.01.03(B) is the Maryland rule that matters here: an RN with a multistate privilege under the Nurse Licensure Compact may practice in Maryland, following Maryland law. NCSBN dates Maryland's implementation of the current compact to January 2018, so either licensing path, Maryland's own license or a compact state's multistate one, can meet Troy's license rule after your faculty advisor signs off. Maryland has not joined the APRN Compact. Is Maryland open to Troy's online FNP students?
On Troy's 2020 disclosure, Maryland reads Yes for all of Troy's online programs. That row is dated December 15, 2020 and does not rule on licensure, so check Maryland with the Clinical Placements Specialist, and have a license valid in Maryland for the whole semester ready before Troy processes the preceptor request.
Can my Baltimore preceptor claim Maryland's tax credit?
Possibly, though nothing about it is automatic. Three unpaid rotations of 90 hours or more are the minimum, all in places the Department of Health lists as workforce shortage areas, and the statute is built around NP students in programs the Maryland Board recognizes. The preceptor should confirm eligibility with the Department of Health before counting on it.
What about a clinical site across the line in the District?
Troy's 2020 table leaves the District of Columbia at Not yet determined, an open question rather than an answer. Before you approach a practice in the District, ask the Clinical Placements Specialist whether Troy can place students there; if it can, Troy's license rule would apply to the District as well.
Can a Troy graduate be certified as an NP in Maryland?
For NP certification, the Maryland Board looks for your program on its own approved list. When a school is missing from that list, it falls to the school to send in the Program Approval Form; a graduate cannot file it. Troy's disclosure does not speak to APRN licensure outcomes, so raise Maryland with the School of Nursing well before you graduate.
