Virginia clinicals in Troy University's online nursing programs
On Troy University's online nursing clinical table, Virginia's answer is Yes, entered December 15, 2020, and Troy holds a Virginia authorization from the State Council of Higher Education for Virginia. Virginia's Board of Nursing, for its part, stays out of regulating out-of-state and post-licensure programs. A Board that leaves out-of-state programs alone
Virginia's Board of Nursing states plainly that out-of-state programs, and programs for nurses who are already licensed, are not ones it regulates or approves. There is no Board approval process for a program like Troy's to clear. The Board's 80 percent in-Virginia clinical requirement and its clinical-site rules in 18VAC90-27 bind the pre-licensure programs Virginia itself approves.
State law adds an exemption. Section 54.1-3001 of the Code of Virginia excuses a nurse from Virginia licensure while they are a student in an advanced nursing program with required clinical practice, provided they hold a current, unrestricted RN license issued elsewhere in the country, DC and the territories included. The excuse reaches only the clinical practice the curriculum calls for. Practice agreements, incentives and the regions
AANP counts Virginia as restricted. The three-year attestation route means some Virginia NPs practice on their own authority while newer ones sit on a patient care team with a physician. Troy's FNP courses let MDs, DOs and PAs precept, not only NPs with a year in the role, which widens a Virginia search.
Virginia does run a Nurse Preceptor Incentive Program. SB 405, signed in March 2026, handed it to the Virginia Nursing Workforce Center, and eligibility turns on where the student studies: only preceptors whose students attend a Virginia nursing school, public or private nonprofit, qualify. A Troy student's preceptor is therefore outside it.
The biggest population centers are the Virginia side of greater Washington, Hampton Roads, Richmond and Roanoke. Large systems include Carilion Clinic and UVA Health, along with Inova, VCU Health and Sentara Health, each with its own rules for student requests.

Is Virginia a state where Troy can offer online nursing clinicals?
Troy's Online Nursing Programs disclosure says yes for Virginia, one answer covering all three online programs. That entry has not changed since December 15, 2020, and Troy's MSN page notes that availability varies by state, so check with the Clinical Placements Specialist before you recruit anyone.
Will I need Virginia Board approval before clinicals start?
No such route exists; the Board describes out-of-state and post-licensure programs as outside what it regulates. Troy's process still runs in full. Faculty approve the preceptor and setting, and the School of Nursing sends the preceptor and agency agreements, which must come back signed before you start.
Is there a Virginia payment for preceptors of Troy students?
Virginia's incentive program requires the student to attend a Virginia school of nursing, public or private nonprofit, so a preceptor working with a Troy student does not qualify. The Virginia Nursing Workforce Center has administered the program since 2026, after it moved from the state health department.
Do I need a Virginia license if I hold one from another state?
Virginia law may let you skip one for required clinicals in an advanced program, as long as your RN license from another state is current and unrestricted, and Virginia honors multistate compact licenses too. Troy's manuals want a license issued for the clinical state, so your faculty advisor should confirm which license Troy will accept.
