Delaware clinicals for Troy University online nursing students
Troy University's 2020 table puts Delaware in its Yes column with no note. Delaware's own regulations, though, make an out-of-state school notify the Board of Nursing ahead of using any Delaware facility and hand over its preceptors' names, sites and licenses, which means your preceptor needs to be locked in early.

Troy's single Delaware row stands for its RN to BSN, master's and doctoral students together and says nothing about licensure outcomes. It carries no note, yet Delaware's regulations add a school-level filing, so ask the Clinical Placements Specialist, and on state questions the Coordinator of State Authorizations, where Troy stands before you recruit.
Delaware's notice rule for schools based elsewhere
Delaware writes one set of education standards for all nursing programs and does not carve out pre-licensure, RN to BSN or graduate ones; the Board of Nursing enforces them from within Delaware's Division of Professional Regulation. Before a school from another state places anyone in a Delaware clinical facility, it notifies the Board and files a package that includes:
- its home board's approval of the program, or proof of national accreditation instead
- copies of its signed contracts with every Delaware agency where students will train
- the standards Troy sets for clinical faculty and for preceptors
- names: every faculty member and preceptor Troy will use in Delaware, each tied to a site
- copies of those people's current licenses, Delaware-issued or multistate
Separately, each Delaware facility needs the Board's blessing before a student is placed in it; the Board works from Troy's forms and may send people to look at the site. The filing is Troy's job, not yours, but it cannot name a preceptor you have not found. Settle yours early and keep to Troy's preceptor form deadlines.
Preceptors and places in Delaware
AANP lists Delaware as full practice. In Delaware's standards, a preceptor means a nurse with a valid license and at minimum a bachelor's in nursing. Online-program faculty who teach inside a Delaware facility, in either role, must hold a license or privilege at least equal to the level their students are working toward. Three population centers anchor a Delaware search. Wilmington's corner of the Philadelphia-Camden-Wilmington metro accounts for roughly 588,000 Delawareans (2025 Census Bureau estimate); around Seaford live about 277,000 and around Dover about 195,000. Beebe Healthcare, Bayhealth and ChristianaCare are Delaware systems, and Nemours Children's Health (pediatrics, several states) keeps its Delaware hospital in Wilmington. Student rules differ from one to the next.
Your license, and Delaware's early APRN Compact vote
Delaware put the current Nurse Licensure Compact in place in January 2018, and the state's education standards themselves refer to Delaware or compact licenses. That makes the multistate license your home compact state gave you one route under Troy's license rule; your faculty advisor confirms what Troy accepts.
Delaware was also early on the APRN Compact, which became law there on August 4, 2021. Five states have enacted it so far, Delaware, Utah, Wyoming and the two Dakotas, and it stays dormant until seven have. It changes nothing for your Troy clinicals today, but matters if you expect to practice as an NP across state lines later. Nearby, Maryland and Pennsylvania were Yes on Troy's 2020 table and New Jersey was Not yet determined.

Does Troy University allow clinicals in Delaware?
Troy's 2020 disclosure lists Delaware as Yes for all three online programs, with no condition in the note. The row was last touched December 15, 2020, and Delaware expects any school from another state to give its Board notice before a facility is used, so check Troy's current Delaware standing with the Clinical Placements Specialist before you recruit.
Does Delaware approve my clinical site before I start?
Yes. Delaware's Board signs off on each clinical facility ahead of any student assignment, relying on the school's forms and, if it chooses, a visit. That exchange runs between Troy and the Board, so plan the timing with Troy's Clinical Placements Specialist and your faculty advisor instead of counting on a quick start.
Does the APRN Compact help a Delaware NP graduate?
Not for now. Five enacting states is two short of the seven the compact needs before it operates, so NP licensure remains a state-by-state matter. Weigh that if you expect to work outside Delaware once you finish at Troy, and watch for news of a sixth and seventh state.
Can my Troy preceptor work in the same Wilmington system I do?
Troy's manuals forbid hours in the area or setting where you are on staff, and the MSN manual excludes relatives. Whether a different practice inside the same system counts as a separate setting is a question for your faculty advisor; the work setting and reuse rules set out Troy's wording.
