Troy's West Virginia row and authorization
An old entry with a process note attached is a reason to ask before you recruit. Raise West Virginia with the Clinical Placements Specialist first; the Coordinator of State Authorizations can speak to Troy's SARA standing. Two agencies, and which one covers you
Start with the Board of Registered Nurses, whose regulatory reach stops at pre-licensure education. Out-of-state schools of that kind file an approval application before using West Virginia facilities for rotations. For master's and doctoral programs the Board's advice is different: talk to the Higher Education Policy Commission, and to your national nursing accreditor. LPNs, for completeness, have a board of their own.
The Commission's nursing education and workforce office then narrows things. Commission approval comes into play for an out-of-state APRN or graduate program only if its school is not an NC-SARA member, or if a single West Virginia site would host 10 or more of its students. Troy holds SARA authorization for West Virginia, and its SARA statement mentions a matching cap: at most 10 students at one location.
Licensing: residence decides the license
Your home address decides which license the Commission's rotation guide expects. Live in West Virginia and it wants a West Virginia RN license; live anywhere else and it wants a multistate RN license from your home state. Compact licensing has applied in West Virginia since January 19, 2018. The APRN Compact is another matter: West Virginia has not enacted it.

Reduced practice and the West Virginia map
In AANP's scheme West Virginia is reduced practice. A West Virginia NP spends three years prescribing inside a physician collaboration, and a Schedule II narcotic prescription there covers three days at most. Troy asks FNP preceptors for at least a year of NP experience, a bar an NP can clear while still inside that three-year window; FNP preceptor requirements has the full list.
West Virginia's metro areas are small: Charleston, the in-state part of Huntington-Ashland, Martinsburg within the Hagerstown-Martinsburg area, and Morgantown. Among the large health systems are Vandalia Health (CAMC, Mon Health and Davis Health belong to it), WVU Medicine and Marshall Health Network. Their student rules differ, and none is presented here as a site holding a place for Troy students.

Troy's 2020 disclosure puts West Virginia under Yes and routes the approval or application step through the Clinical Placements Specialist. Nothing in that row has been revised since December 15, 2020, so confirm the current process with Troy before you ask anyone to precept you.
Does the West Virginia RN Board approve graduate programs from other states?
Graduate programs are outside its remit. The Board regulates pre-licensure education and refers graduate and advanced-degree programs to the Higher Education Policy Commission, whose nursing office requires its own approval of a SARA school only when 10 or more of that school's students would train at one site.
What license covers me for West Virginia clinicals?
Per the Commission's guide, residents of West Virginia use a West Virginia RN license and everyone else a multistate license from their home state. Troy adds its own rule: an unencumbered license, good in the clinical state from the first day of the semester to the last, shown before any preceptor request is processed.
I live near the border. Could I train in Pennsylvania or Virginia?
