South Carolina residents in Troy University's online nursing programs
South Carolina is one of eight states where Troy University holds its own state-agency authorization instead of relying on SARA. Even so, the online nursing disclosure Troy posts lists South Carolina clinical experiences as Not yet determined, with a last update of 12/15/2020. Being authorized to teach you and being cleared to place you are separate questions; get the second one answered by Troy before you recruit.

Two Troy lists, two different answers
Troy's state authorization page puts South Carolina among the states where Troy holds a separate authorization, in this case from the South Carolina Commission on Higher Education. That approval concerns offering distance education to people who live in the state.
Clinical placement lives in another Troy document, the Online Nursing Programs disclosure, which gives South Carolina one shared status for the RN to BSN, MSN and DNP: Not yet determined. It dates from 2020 and does not rule on licensure.

Regulation 91-6 and programs from other states
South Carolina's board regulations devote a section, R.91-6, to schools headquartered outside the state. If one of those schools wants to hold clinicals in South Carolina for students not yet licensed, it must win the board's approval first, and the list of conditions is long: the school keeps full approval at home, a nurse educator holding a South Carolina or multistate license supervises on site during each shift, the clinical site signs an affiliation agreement, and any precepting follows South Carolina's own rules. Once approved, the school reports compliance changes to the board within 15 days.
Nothing in R.91-6 addresses RN to BSN or APRN study. Every student in Troy's online programs already holds an RN license, so how far the rule reaches them is unclear, and that is one more reason Troy's own confirmation outranks any reading of the code.
Practice agreements and the preceptor tax credit
South Carolina appears on AANP's restricted-practice list. An NP there performs delegated medical acts only under a signed practice agreement with a physician, and the state caps how NPs supply controlled substances.
South Carolina also rewards unpaid preceptors through a tax credit and deduction (section 12-6-3800 of the state code), yet only rotations that serve learners at South Carolina's own public or independent colleges count. A preceptor who teaches a Troy student cannot use it. Saying so in the first conversation keeps expectations straight.

Metros, systems and the Georgia line
Greenville-Anderson-Greer passed a million residents in the 2025 estimates, Charleston-North Charleston and Columbia each sit near 900,000, and the Charlotte metro reaching down from North Carolina adds roughly 450,000 more on the South Carolina side. MUSC Health and Prisma Health are the biggest names; Roper St. Francis, McLeod and Lexington Health follow. None holds seats for Troy students.
Multistate licensing reached South Carolina in January 2018, while the APRN Compact has not. Both neighbors, Georgia and North Carolina, read Yes in Troy's 2020 table and hold separate Troy authorizations, but a site across either line is clinicals in that state, with that state's license. Questions Troy students ask
Troy is authorized in South Carolina. Doesn't that settle clinicals?
Not by itself. The Commission on Higher Education authorization lets Troy offer distance education to residents. Clinical placement is a separate matter, and the 2020 disclosure still reads Not yet determined for the state. Ask Troy for its current position before you recruit anyone.
Can my South Carolina preceptor use the state's preceptor tax credit?
Not for time spent with a Troy student. The credit and deduction count only rotations for learners at South Carolina's own public or independent colleges. If a preceptor raises it, give a plain answer before the first shift so nobody is surprised at tax time.
Could I do my Troy clinicals in Georgia or North Carolina instead?
Troy's 2020 table lists both as Yes. A site there would call for a clean RN license good in that state for the whole semester, plus Troy's current confirmation of the state and the site, and the travel would be yours to arrange.
Does regulation 91-6 cover Troy's MSN?
Its text concerns schools from other states whose students are working toward a first license, and it never mentions RN to BSN or APRN study. Troy's MSN students are licensed RNs already, so the fit is unclear. Treat Troy's own answer as the one that governs your plan.
