Oregon clinicals for Troy University nursing students
Oregon made Troy University's 2020 list of states open for online nursing clinicals, with a string attached: Troy first had to petition the Oregon State Board of Nursing. Oregon scrapped its prior-authorization rule for visiting NP students the following summer, so that petition line deserves a fresh answer from Troy. Oregon also stands outside the nurse compact, which makes an Oregon-issued RN license your opening task.

The petition note, then and now
Troy's Online Nursing Programs disclosure, stamped 12/15/2020, marks Oregon Yes for all three online programs, RN to BSN through DNP, and adds one condition: before any student trains in Oregon, Troy petitions the Oregon State Board of Nursing for approval. When Troy wrote that, an Oregon administrative rule required Board sign-off before an NP student from a graduate program based outside Oregon could start a practicum there.
Oregon repealed that rule effective July 1, 2021. Asked today whether a visiting APRN program must win Board approval before placing students in Oregon, the OSBN's APRN FAQ answers no. The Board's notice filing is aimed at practical and registered nursing programs that prepare students for a first license, and by the OSBN's own description neither APRN tracks nor RN to BSN completion programs have to file it. Troy has left its Oregon row untouched since 2020, so ask the Clinical Placements Specialist which Oregon step, if any, still applies.
Troy's Oregon entries at a glance
The OSBN places two conditions on the school side. A school must hold authorization, either from Oregon's Higher Education Coordinating Commission or through NC-SARA, before it enrolls anyone living in Oregon, which Troy's SARA listing speaks to, and faculty who teach in Oregon carry an active Oregon nursing license. An Oregon license, because the compact stops at the border
Oregon remains a non-compact state; the national compact map listed no Oregon bill pending. A multistate license issued by any compact state gives you no practice privilege in Oregon. To train there as a Troy graduate student, you need an unencumbered Oregon RN license, active through the entire semester, before Troy will act on the preceptor request.
Oregon is also absent from the short list of states that have adopted the APRN Compact. Apply for the Oregon license as soon as Oregon becomes your clinical state, and read Troy's side of the rule on RN license for clinicals.
Budget time for an Oregon-issued RN license; a compact license from elsewhere will not cover Oregon clinicals.
Full practice, and the Portland to Bend map
Oregon sits in AANP's full practice tier. That does not loosen Troy's bar: an NP who precepts a Troy FNP student still needs graduate preparation, an NP license in their own state of practice and at least twelve months working as an NP, as Troy's FNP preceptor rules set out.
The population centers are greater Portland, which spills into Vancouver on the Washington side, then Salem, Eugene-Springfield and Bend. Among the state's large systems are OHSU in Portland, Legacy Health, Kaiser Permanente's Northwest region, the Oregon arm of Renton-based Providence and Samaritan Health Services. Each handles student requests its own way, so treat the list as orientation, not as sites lined up for Troy students.

Does Troy still have to petition the Oregon Board before my clinicals?
Troy's 2020 table says a petition comes first. Oregon repealed its prior-authorization rule for NP students from outside programs in July 2021, and the OSBN's current FAQ answers no on Board approval for visiting APRN programs. Troy has not revised the row, so the Clinical Placements Specialist has the current answer.
Can I use my multistate license for clinicals in Oregon?
No. Oregon sits outside the compact, which means a home-state multistate license stops at its border. Troy's rule calls for an unencumbered license covering the clinical state all semester long, and in Oregon that means a license issued by the Oregon State Board of Nursing.
Is Troy's online MSN open to Oregon residents?
Troy lists Oregon as SARA authorized, and the 2020 clinical table shows it as Yes. Troy's MSN page still warns that each state runs its own approval process, so the online MSN may not be offered everywhere. The Coordinator of State Authorizations can confirm Oregon's current standing before you apply.
Who can precept a Troy FNP student in Oregon?
The same people as anywhere else: NPs licensed where they practice with at least a year as an NP, physicians, nurse midwives and physician assistants, all meeting Troy's expectation of graduate preparation. Oregon's full practice status changes nothing on that list, and Troy faculty approve each preceptor before any clinical day counts.
